Yes, but only the tiles can use it. The water is the only blue/black dithering seen in the game.

I really should get to redoing the PC88 skins for Simon, Ryu, and Bill, even if the PC88 version (even if it has all the necessary resources required) is not making it into SMBC 3.0.

So in my attempts to convince the ER team the PC88 version is not total garbage graphics-wise (because graphics =/= gameplay), I decided to spill this out.
On actual hardware, the PC88's gimmick of loading screens becomes much less troublesome. In emulators, normally the screen goes black before immediately cutting to the next screen. But on an actual PC88, instead of the black screen, the screen slowly appears from left to right then gives the player control again the instant it's ready, so players can better prepare for what's up next.
This video shows proof.
Massive bump, but just to see if people still care for the PC88 graphics...
This should be updated, along with the map skin so we have everything from the newest SMBC version in PC88 style. Recoloring the Sharp X1 skins would be the easiest route (especially so we have perfect replicas of the dithering used on the Piranha Plants, Lakitu, and Bowser.
I care about this and so many other map and player skins. There's so much untapped potential for SMBC without adding a single new character.
Well I decided to help out a bit:
I made this earlier today for the purpose of using it in SMBC.
Again, yes, the very limited and somewhat eye-grating palette is a bit harsh on the eyes, but then again the Sharp X1 version's colors are also rather extreme despite being able to use additional colors.
I'm sure if Hudson really tried the PC88 version would've used all eight PC88 colors and the visuals could've been just as good as the NES original since with the two-colors-per-pixel dithering, the PC88 could've displayed many more colors than the Sharp X1.

Have you or anyone else created PC88 skins for the characters?
They're not up to date with the most recent version of SMBC, but they could be used as a basis to make the updates needed.
I don't think the graphics look bad, they should be a skin, definitely. I mean, WHAT COULD POSSIBLY GO WRONG?
Ripped all the items as they appear in the PC88 version.
Ignore the second Bowser Flame I put in there on accident; I forgot in SMBS that Bowser's flame is static.

Not exactly; I just posted the sprites and such necessary to complete the map skins so they're exact replicas of what was in the PC88 version. They're not in the game as of yet and by this point I doubt they ever will.
As a little bonus, here's the Exploding Rabbit done in PC88 graphics style.

Ironically, the fake Bowser sprites look better.
I assume it ended up being that way considering the awkward palettes for the other enemies that were supposed to be "green" simply amounting to "swap the red and yellow used in that enemy's palette". Plus it was really the only possible Palette Swap that could be performed given the hardware the game was made on.
