as the title says.
It has been this way since 2.0. It was an intentional design choice. Bill is very powerful with his guns, so it was felt that giving him an extra hit would be too powerful, and it also allows him to play a bit more like his own game, where it's a one-hit death.
what about on easy mode? or as a cheat?
There really is no need.
This is needed
just turn on the invinciblity cheat if getting hit is really that big of a problem for you
I would've liked to see a system based on Contra Hard Corps's japanese version. On it, you can get hit three times (which would obviously be reduced to one) and, in this case, Bill, would freeze in a harmed position for a short time and then would blink and become immune to anything for two seconds approx... but yeah, we don't need him to be even more overpowered.

Its spread takes some time to kill a high target, Samus is better anyway and he's gonna get reaped in hard maps with lots of armored and spiked enemies and an inertia jump
then just get better at playing as him.

If you have the flame gun you don't even have to do that. Bill is the only one with unlimited armor piercing attack.
Also while Bill does die from one hit the no mushroom is also a strength. After just one power up you can be already heavily armed.
