This, in big and bold. Actually it's best to use Chrome if you're on Linux for any Flash-based activity.

    LINUX USERS: USE CHROME

I thought I'd add to this thread as Chrome is no longer the best browser to play version 3.0 of SMBC for users of Ubuntu, as it will unfortunately stretch the screen in full-screen mode. To get proper full-screen mode, it is best for Ubuntu users to play SMBC on Windows Firefox running through Wine. With this setup, gamepad support is still available by running Joy2Key through Wine as well.

Quick question, if I play the game once and I play it again, does it get redownloaded the second time?

On chrome, no if the last download was at most one month old, and if the cache contains a file with the same signature.

It's distinguishable through the fact that the first loading screen almost doesn't show. That's the screen where the preloader downloads the game. The second loading screen is, by my wild guess, the screen where the game data is decompressed.
