Mario/Luigi: Fireball strength doesn't seem to affected when using "Adjust Weapon Strength" cheat

I don't know if this an oversight or not, but I set Weapon Strength to its weakest setting and Koopas and Goombas still take one hit to kill. I was thinking (and hoping) it would take at least two fireballs to kill them.

The fireball was like, 1000 damage? That's probably why it doesn't feel like it's making a difference.

So was the damage adjusted at all for the weaker settings? That's what I want to know.

Everything just gets multiplied by a fraction on the weaker settings. The fireball was probably too powerful to be affected.

I mean if anything, you can check how it affects Bowser if you feel so inclined. That probably makes a difference in some fashion.

I tested it on very weak, Lakitu jumps from 1 hit to 2 hits, Bowser jumps from 5 hits to 8 hits, and Paratroopas lose their wings. That does mean normal koopas are still one hit. Everything else is unaffected.
